Drug Offender Reform Act (DORA)

Approximately 85% of Utah's prison population has a drug abuse problem related to their criminal behavior. In an attempt to focus on the cause of the crime, not the crime itself, Utah Legislators approved the Drug Offender Reform Act (DORA) Pilot Program, which started July 1, 2005. The Program, built on the success of Drug Court, is a collaborative effort between Treatment Providers, Adult Probation and Parole, and Judges. Working together, these three entities screen, assess, treat, supervise and impose sentencing according to the treatment needs of offenders with substance abuse problems. The Pilot Program runs thru June 30, 2007 and is operating in the Third Judicial District, located in Salt Lake County.
